Fed just cleared United Texas Bank and the entire Quontic Bank structure — United Texas, Quontic Acquisition Corp., Quontic Holdings — all enforcement actions terminated, effective today.
Here's what we know. The Federal Reserve Board formally announced termination of enforcement actions against three entities: United Texas Bank, Quontic Bank Acquisition Corp., and Quontic Bank Holdings Corp. Simultaneously, Federal Home Loan Bank of Topeka filed an 8-K with the SEC — filing ID 0001325878-26-000191 — flagged this same window, September 17th, 2026.
Enforcement terminations mean the Fed determined these institutions satisfied whatever corrective conditions were originally imposed. No fines announced. No new conditions disclosed in the release. Clean exits, at least on paper. And that last part is doing a lot of work — because the Fed doesn't publish what the original violations were, and they don't publish what fixed them. The FHLB Topeka 8-K timing is worth watching. Federal Home Loan Banks sit at the center of regional bank liquidity — they're the lender your local bank calls before it calls anyone else. Also on the board this hour — the Fed issued a fresh enforcement action against SouthPoint Bancshares, while simultaneously terminating actions against Deutsche Bank, DB USA Corporation, and Deutsche Bank AG New York Branch. Deutsche Bank gets the clean exit. SouthPoint gets the letter. That split tells you something about where the Fed's attention is sitting right now — not on the global majors, on the regional tier.
