The Fed just dropped an enforcement action on a former chief lending officer — and they're coming for AML programs at banks next.
Heritage State Bank's ex-chief lending officer is named in a Federal Reserve enforcement action dated July 16th. No fine amount disclosed in the release header — but personal enforcement actions from the Fed don't land soft. We're talking career-ending territory: bans, civil money penalties, cease and desist orders. This is not the category where you issue a statement and move on.
Simultaneously, the Fed is out with a public comment request on proposed amendments to bank anti-money laundering program requirements. That's a rulemaking signal — and when individual enforcement and sector-wide AML rulemaking drop in the same window, compliance costs are going up. Regionals absorb that disproportionately. They don't have the legal infrastructure the money-center banks built after 2008.
There's a third item that matters here and the script left it on the table: the Fed's annual stress test results just confirmed large banks are well-positioned to weather a severe recession. That headline sounds reassuring. Read it differently. The Fed is simultaneously stress-certifying the majors and tightening the compliance screws on everyone below them. That's a bifurcation trade. Big banks get the clean bill of health. Regionals get the rulemaking burden. If you're rotating in financials right now, that split matters.
